BUNCOMBE COUNTY NC NEWS -- The following video from Sound Off Buncombe, "On the Record With RL Clark" is an exclusive interview with Former NC Senator RL Clark discussing the issue of Metering Private Wells in North Carolina. The former Senator served five counties in the North Carolina Senate, Buncombe, Madison, Yancey, McDowell, and Burke counties. The second part of this two-part show will air this Thursday night March 27, 2008, at 8:00 p.m. on URTV Channel 20. In addition, RL Clark is also again campaigning for the Senate to represent those aforementioned counties.

According to RL Clark, he was the lone vote in the North Carolina Senate against the CLEAN WATER RESPONSIBILITY AND ENVIRONMENTALLY SOUND POLICY ACT of 1997. Not do to the necessity for clean water, but do to the wording in the bill creating regulated buffer zones. These buffer zones restrict private property owners from developing their own property, including the act of simply removing brush overgrowth. Therefore, these buffer zones in essence confiscate private property without just compensation.

RL Clark discusses the creation of the intra basin water transfer legislation, which was designed to determine water use. This piece of legislation has paved the way for the metering of water use from private wells.

Furthermore, RL Clark touches on the constitutional meaning between separation of church and state, and calls for legislative action for tax credits for private education.

In conclusion of this first part of the show, RL Clark warns citizens of electing public representatives who are actually representing small special interest groups, and that the issue of installing meters on private wells is about property rights - not the drought.
