Introducing Operation Freebird to North Carolina

A community policing operation designed to locate and apprehend most wanted suspected violators of the North Carolina Sex Offender and Public Protection Registration Program.

NC NEWS -- COUNTY NC NEWS is proud to sponsor "Operation Freebird." A community policing operation designed to locate and apprehend most wanted suspected violators of the North Carolina Sex Offender and Public Protection Registration Program. Currently, convicted sex offenders and persons convicted of certain offenses against minors who have failed to register (FTR) in accordance with NC General Statue Article 27A, are considered to have committed a Class F felony.

As of Today, March 30, 2008, North Carolina has 12,613 registered offenders and 181 pending registrations, of those offenders:

  • 1082 are incarcerated.
  • 1789 are out of state.
  • 170 have failed to register (FTR) and are pending jail.
  • 72 have failed to verify their address.
  • 277 have failed to change their address.

Our mission, "Operation Freebird" is to provide meaningful information and to alert the general public to fugitive FTR sex offenders through a statewide database with most wanted posters for each FTR sex offender by North Carolina county. Click here to Visit Operation Freebird!

County NC News has cataloged North Carolina sex offenders and offenders convicted of certain crimes against minors, who have failed to register by county of conviction. Additionally, we also have listed these convicted offenders by last known address (LKA). To search your county simply click of the appropriate County link. Furthermore, this listing is still under construction, therefore, some Counties are currently unlisted.

The reader should clearly understand the following terminologies do to its frequent use when describing sex crimes.

  • A "sex offender" is described as a person who has been convicted of committing sexually violent crimes defined in North Carolina General Statues and the Wetterling Act.

  • An "offense against a minor" is defined by NCGS 14-208.6(1i) to include the following offenses committed by someone other than the parent to include kidnaping, abduction, and felonious restraint of a person younger than 18 years of age. It further applies to non-parental persons who solicit or conspires to commit any of the above offenses including knowingly aiding and abetting any of these offenders.

  • An "aggravated offense" means any criminal offense that includes engaging in a sexual act involving vaginal, anal, or oral penetration with a victim of any age through the use of force or the threat of serious violence, or engaging in a sexual act involving vaginal, anal, or oral penetration with a victim who is less than 12 years old.

Finally, never attempt to apprehend or detain any of these wanted FTR offenders, call your local law enforcement agency at 911. Additionally, all persons wanted in this database are to the best of our knowledge, FTR as of the date posted and information provided by the North Carolina Sex Offender and Public Protection Registry on the afore mention date. As always, individuals displayed herein are to be presumed innocent unless and until proven guilty in a court of law.
